The Waller County jail will pay $1.8 million while the Texas Department of Public Safety will pay $100,000.
On July 10, 2015, Bland was pulled over by state trooper Brian Encinia for reportedly neglecting to signal while changing lanes. She was then transported to Waller County jail where she was pronounced dead within the jail cell two days later. A medical examiner determined that Bland’s death was “a suicide caused by asphyxiation.”
